It happened when I try to jailbreak my iPhone 4s with iOS 9.0. I try 3 times and the respons was same when progress already 75% GEZZZZZZ. I try all way and I fix it today.
So.. here we go.
Download the latest version of Pangu here,
Make sure all your data has been backup.
Ensure your iPhone in Airplane mode (Setting > Airplane ON) and sign out from your iCloud account (Setting > iCloud > Sign Out).
Run Pangu in your PC, just do the intruction.
Btw, my problem is not sign out my iCloud account -,,,,- But, it clear now. My iPhone 4s already jailbroken~ yeayyyy!
